(In [794]) Modified LoadInstrument such that instrument definition can be read from XML instrument definition file. This is a first iteration of how we may do this. Refs #78.

(In [798]) Modification to mainly LoadRaw.cpp to get LoadRawTest to pass following submission of changes to LoadInstrument.cpp. Main change was to change a filename in LoadRaw.cpp from HET_definition.txt to HET_cutdown_version.xml in LoadRaw.cpp. Refs #78.
