Create a GroupDetectorsFromFile algorithm

Description

We want to allow the groups to be specified in bulk using a file. This should be able to cope with various input file formats:

  • Ariel cal files
  • The format currently used by another group (can't remember who, might be excitations)
  • A simple two column ascii format of udet and group (see #624 description)

I would prefer this to be a separate algorithm that calls GroupDetectors v2 as a child algorithm several times, but it could be incorporated into GroupDetectors itself (particularly if that's a lot more efficient).
