Stitching (perhaps StitchWorkspace) algorithm

Description

Create an algorithm that will stitch the data in two workspaces together.

This is when you have two workspaces containing overlapping data in different ranges of X values. the data in the overlapping region should be averaged (possibly a weighted average). and the result should contain the full data range.

Jon Taylor knows the details of how you should do this, and it is also used by the reflectometers (asked for by Tim Charlton).

We may want ot limit the input workspaces to those with a X axis of Momentum transfer or qsquared. Need to check on this.
