Remove the usage of Bin\Shared

Description

harmonize the build locations of visual studio and scons. Remove the usage of the bin\shared and bin directories. Bin\plugins may have to become build plugins unless we can come up with an alternative approach.

Adjust the mantidplot pro file to create the mantidplot executable in the corresponding debug or release directory. Together with copying the required.py files.

This could affect the installer and the RPM.
