In particular for consistency between the event and histogram paths. No particular ongoing concerns, but there has been a recent case of them not being the same: #3673. Also related is #3285, #3711, and #4045.

Fixing the limits for event workspaces. Refs #3801.

The real problem was that the contribution of each spectra was being incorrectly calculated for an event workspace being treated as a histogram. This works as long as bins are not marked as masked.
