GetDetOffsetsMultiPeaks: Add parameter for peak height discarding criteria

Description

Currently in GetDetOffsetsMultiPeaks peaks are thrown away if the height is much smaller than the width. When values get close to precision peaks can be thrown away or kept depending on the system so it would be better to have a parameter to control it for those that might need to.
