Upgrade scons to work with Visual Studio 2012

Description

We still ship scons for users to build extensions. The current version we ship doesn't pick up MSVC 2012 and only the newer versions have a way of forcing the compiler.

Tester: Basically if the UserAlgorithms system test is running correctly then this is working.

User algorithms system test is passing on all environments
