Investigate sqw output from BASISreduction

Description

The sqw output workspace from BASISreduction seems a little strange.

If you take the output workspace that is in E and angle, then rebin 'inplace' to the correct energy bins (e.g. "-0.12,0.0002,0.12) then run SofQW3 the output looks correct.
