Remote jobs: fix problem with multiple instance of the same job

Description

When you start the reduction UI and change instruments, the "Send cluster" button is re-connected every time and makes it such that a job is submitted for each time you changed instruments...

The Send cluster button should be connected once at the beginning.

To test:

  • Build on an analysis computer at SNS
  • Make sure cluster.submission=on is set in your Mantid.user.properties
  • Start the EQSANS reduction UI
  • Change instrument a few times from the Tools menu
  • Hit Send Cluster and see that only one job is submitted
