Test Quick's toLam functionality

Description

This is a major block of the quick.py script #7317. This is going to be subject to a major refactoring excersise in the near future, but we must never break what it does, so it requires unit tests. When, and only when, #7472 has been complete, it will be possible to tackle this issue.

Tester: New python unit tests case should be running and passing on all environments. Note that cleaning up the quick.py script, which has been generated by some of the instrument scientists, is not the focus of this task.

Tested on Ubuntu 12.04. Passed tests on my machine, and Jenkins. The test was well written, and easy to understand.
