Move the code that deals with live data from DataHandling into its own package

Description

This is the live algorithms, listeners and support code. The package will, unsurprisingly, be called "LiveData".

Tester: The branch is feature/7746_create_livedata_package

THIS TICKET NEEDS TO BE TESTED ON A MANTID INSTALLED FROM AN INSTALL KIT!!! (For the purposes of this, just take a kit built by one of the develop branch Jenkins jobs if you're not set up to build the kit yourself - or test using mantidunstable on the SNS analysis cluster)

No code has changed, only moved. The testing required is to make sure all the moved algorithms and the live data capabilities still work.
