Problems with international usage

Description
Two specific cases were mentinoed:
- in a locale (europe) where commas are used as the decimal point mantid will not accept this
- in a locale (Japan, China) where the yen character is used for the (/ or is it \) character, mantid cannot handle this in paths leaading to crashed. (this one is alsmost certainly a problem of handling paths and slashes ourself rather than using Poco or python os classes.

Time estimate is for improving the path handling within Mantid to use Path classes: 2 weeks
The internationalization seems like a decision has to be by the PMB as to whether effort required, which I think is enormous, is worth it.
